EEA4 application and driving ban

If someone someone is convicted of a driving ban, at what point would you advice them to apply for permanent residence using EEA 4? Would it be while they are serving the ban or after the ban is over?

The individual in question has a 5 yrs residency card which i think expires in Aug 13 but at this point in time already qualifies to apply for permanent residence.

I think the driving ban will be fully served about a month before the Aug 13.
