HI ALL,

I WANT TO SEND MY OLD PASSPORT WITH MY PERMANENT RESIDENCE STAMP ON TO BE TRANSFERRED TO MY NEW PASSPORT AND WAS TOLD BY THE UKBA TO SEND AN EE4 APPLICATON WICH WILL TAKE UP TO 6 MONTHS ETC,,,,, BUT I WANT TO FIND OUT IF THERE WAS A FAST TRACK SERVICE AVAILABLE AND WHERE? LIVERPOOL OFFICE OR CROYDON . THANKS TO ALL OF YOU IN ADVANCE.

No. Just one standard procedure for everyone which may take up to 6 months.

There is no need to transfer the PR vignette to a new passport. Just travel with both passports. It is quite common (as the PR vignette is valid for 10 years).
