Hi all,
A quick one here,I completed my studies last June and prior to that I had been working for this organisation since 2009 during the summer breaks >>-2010/2011 and March 2012 towards the end of my studes when i was recalled to start early(part time) cover for some one on Maternity leave then eventually full time till December.my leave to stay on T(4) would expire end of November 2012 However,one permanent staff in my Dept (IT) left and a vacancy opened and my dept asked me if i was interested in staying permanent and I was more than happy to.I explained to them that I'd need to be sponsored to get work permit.My Dept spoke to HR and HR responded saying their Tier 2 Licence (which is A rated) was for
"Zero Employment Purposes".My managers have not quite understood this vague reason and so do I and even the Home office site search results do not say anything about a T2 Licence for "Zero Employment Purposes"??..has anyone ever heard of such a sponsor licence.it appears to me they are taking the piss and not willing to sponsor.Its Appalling

check the T2 sponsor register to see if your sponsor has perhaps been downgraded (to B-rating), or their licence has been suspended:

The other explanation why they may not be able to assign a CoS could be because they don't have an available allocation for the current year.
Ask your manager to seek clarification from HR.

Many thanks for your response,I can confirm that they are still A rated on the current Register and even at the time when my Manager was consulting last September with HR.If really they did not have any COS allocations they could have just said so but the reason they gave seemed vague.They are one of Top Colleges in London who obviously deal with the Home office on a regular basis in issuing out Tier 4 CAS statement for International students.

Can't the HR explain what they meant when they used the term "zero employment purposes"?
You say your dept. "spoke" to HR, which makes me think chinese whispers.

Have just come from HR and they explained to me that the reason they have not been allocated COSs is because they are already dealing with Tier 4 student CAS statements for foreign students.They tried to appeal against they decision but the Appeal was never upheld.Its weird how the Home office act this way.I tried applying elsewhere but now each application form has a immigration "Filter Question" which asks if the Applicant has or requires a visa to work in the UK.Obviously many do not want to go into the process of sponsoring now and rather get some one with less or no Immigration paperwork to deal with.They say the only way I can be employed with them is to get some other Work Visa and i don't know where I stand now as obviously i cannot switch to Tier 1 General from Tier 4.

HR are pulling the wool over your eyes. If they are A-rated Tier 2 sponsors they can request an increase in their current allocation of CoSs from (presumably) zero to 1. This has nothing to do with the fact that they are also Tier 4 sponsors. Since your visa is expiring shortly urgent treatment should be requested.
Get help from your manager.

Precisely my point that it's odd they are A Rated "To Not Sponsor"and Well this is what it is and like I said sounds ridiculous and they say they appealed against this but this was never upheld.Well my managers have tried their best and reached a dead end and that there is nothing they can do further.

Still no luck with this issue yet,wondering if writing to the home office and presenting my circumstances to ask for Discretionary leave to remain(using the
APPLICATION FOR LEAVE TO REMAIN IN
THE UK IN A CATEGORY NOT COVERED BY
OTHER APPLICATION FORMS
AND FOR A
BIOMETRIC IMMIGRATION DOCUMENT)

-The Job offer still stand - just unfortunate they have no COS allocations - or would it be better if i seek immigration advice for this and if so which advisers would anyone recommend?
