Waiting for ilr past six months

I have some questions
1.does number of days matter or fall within the discretion of caseworker for ilr in case of settlement application SET M.
2.Civil court judgements over ten years ago incurred abroad fully paid for and disclosed does it affect your ilr application .
Note .absence from UK was for economic reason that is contract employment abroad. Contract letter and cover. Note sent.
I would appreciate comments based on your experience . :
All other conditions for ilr are satisfied.
