English Language Test whilst in Detention?

Does anyone know if this is at all possible?
Can an unmarried partner of a British citizen request for the authorities to allow him to be relased in order to take the test? Are they obliged to do so. They have refused bail so far and also his requests for temporary admission.

He has no current leave to remain but his DL application is under reconsideration.

I would not think so, however their may be some courses available internaly. I would suggest you ask the relevant people inside about any courses available, you might be lucky.

Apr 2015 - Applied for Naturalisation
Nov 2015 - Naturalised

Why does he need to take the test if he is applying for an Extension of his DL?
