PLZ HELP: T2 to T1-dep in India – VFS in other zone?

Spouse on T2 ICT but now would like to switch to T1-dependent during India annual trip (3-4 weeks).
Facts for me
Home is in Indore. Closest VFS is Pune or Mumbai (Indore comes under west-zone VFS).

So
Can I apply in VFS Mumbai or even Delhi? If we can write a cover letter showing our tickets or condition to have Delhi VFS taking up our application?

Delhi only if VFS agrees to such a request in advance. That you have "luggage issues" is neither UKBA's problem nor VFS's!! Mumbai shouldn't be a problem but to avoid any surprises best to check with VFS beforehand.
