You need to become a British citizen first, settlement / indefinite leave to remain does not suffice to get a British passport (see
here for eligibility criteria). The cost for that process is £851 (until Apr/2013 assumedly, prices usually increase slightly in April). The passport itself costs a further £72.50 (since Sep/2012, price will probably remain stable for a while). Plus another £30 to £150 for bits and bobs (postage, NCS, check&send, Life in the UK test, etc.). In addition to that, you need a lot of time: 3 to 4 months for citizenship approval, 1 month till citizenship ceremony. Then 1 month till the passport interview and another month till being issued the passport (no fast-track for the first adult passport possible).
So the total costs are:
(i) moneywise: depending which features you use, around £1000, give or take;
(ii) timewise: at least half a year (assuming, of course, that you already fullfill all the requirements for naturalisation).
