british/irish nationality please help

hello there i really would be greatful for any advce on my situation...

My partner is Albanian and i am a ukcitizen with a irish dad and british mum, we have been together for nearly 2 years. He returned to his country last year after his visa ran out. We applied for a fiance visa but were refused as they didnt believe we intended on marriage. We did not appeal at the time as the stress it caused was overwhelming. I have since learnt that they have changed the requirements for the spouse visa in which case we do not meet the financial requirements as i am self employed.
I have visited him in his country 7 times which has been extremely costly and has effected my work. I cannot live there as there is no work for me there.
I have recently discovered i am 9 weeks pregnant and would really like for him to join me here in the uk for the birth of our child. I am at my wits end with worry i just cant seem to find any hope for our situation. I was advised to get irish citizenship and go down the route of eea family permit but have just read that under the new rules this wont work either as i am also uk citizen.
I am so upset about all this it is a nightmare..... please if anyone can help id appreciate it
