Question about UKBA Register of Sponsors

The UKBA Register of Sponsors lists all (Tiers 2 & 5 and Sub Tiers) with a column "Sub-Tiers".
In this, some companies are listed with “Sub Tier” as the both - Tier 2 General and Intra Company Transfers (ICT). However some are listed as only Tier 2 Intra Company Transfer.

Does this mean that the companies which are listed as only “Tier 2 Intra Company Transfer” do not hold a license to sponsor Tier 2 General?
