Affect of Universal credit cap

This question is on behalf of someone else.

His birthday is on the 12th of September 1951. On 05 03 2013 he should have been transfered on pensions benefits.
Will the new rule of the universal credit cap will affect him or not in april?
He has two sons aged 18 and 16 respectively. Their birthdays fall on the 14th jan 1995 and 02 12 1996.
