Citizenship for baby

Hi,

I am posting this on behalf of my friend...

His baby was born in India and came to UK as dependent. And she became Permanent Resident with himself being Primary applicant. He will be applying for citizenship in the month of April 2013. At the time of citizenship the baby would be 22 months old. So, Can the baby apply for citizenship along with my friend application??
