How to claim child benefit for my son born oversea

My baby was born in Hong Kong and obtain HK birth certificate which state both parents name
My husband is British by Nautalization at Home Office

Now we all return to UK , baby use HK passport to enter
I not yet apply UK passport for my baby
can i still apply child benefit first?

if yes, how can i apply
