PBS dependant spouse of settled person outside UK

What happens when the main tier 1 (general) holder gets ILR and that time PBS dependant wife is out of the UK in INdia for the birth of their child. Will she have to switch into a spouse visa and both the wife and new born baby will have to apply on VAF4A or the wife can come to the UK on same PBS dependant visa along with the child as her dependant and then in the UK switch into a spouse visa. Wife has not passed English test therefore she wants to come on same PBS dependant and then switch into spouse visa from the UK once she has passed English test.
