According to the UKBA "documents that are accepted as showing you have comprehensive sickness insurance are: a private health insurance policy, a European Health Insurance Card (EHIC) that has been issued by an EEA Member State other than the UK for people temporarily in the UK, or forms S1, S2 and S3." (
source; forms S1-3 apply for stateless persons).
So if you have requested an EHIC card from the Croatian health service covering your time as a student you are good and can go right ahead. Otherwise, it gets virtually impossible and you have to wait one more year. Since as an EEA citizen (Slovenia) exercising EU treaty rights in the UK for 5 years (as a worker) in any case, you already qualify for permanent residency and I strongly recommend you get documentation of permanent residency in the meantime (using form
EEA3), that is voluntary but free of charge and will make all further steps much, much easier.
