Tier 4 dependant refused !!!

Hi All,
My wife applied Tier 4 dependent visa but it returned today but it has refused in Turkey.
Their cause was 319C(d,e) about relationship. We have lived for ten years and we married one years ago in Turkey. I am studying MSc Master student in the UK. I couldn't understand why they don't believe my marriage.
We put all document and marriage license.
I confused that what can I do after that.
Do you think should we applied again with more evidence?
