do we have to send ct41g form

hi all
can any 1 tell me do we hv to send ct41g form with enterpreneur visa file,,there are 2 conditions:

1:if we have already invested any money in uk business ,may then to prove it we hv to send ct41g form to home office

2:or if we hv not invest any money in business then we hv to send ct41g form...
plz guide me,am gonna apply this wk.
