Tier 2 ICT dependant to Tier 2 General

Hi,

I have come to UK on tier 2 ICT and my wife as a dependant.
Now she has got the permanent job and her company is ready to sponsor the visa (Tier 2). Can she apply for Tier 2 General visa in UK once she get COS or does she has to apply from India?

she will have to apply for entry clearance from India and she needs a restricted CoS.
