Pakistan: Only online apps being accepted for Spouse visa?

A lady I am trying to advise on applying for her husband to join her from Pakistan to the UK wants to know if she can submit a paper application, or does it have to be online?

Ive tried finding out here & on the HO site without much joy.

Also, exactly what forms need to be submitted, and where (is it here in UK or in Pakistan)

My husband originally applied with the paper copy in July this year but gerrys had refused us and told him he needed to apply online plus print it as it allows you to make your appointment as well.

How to apply

To apply for a visa, you must:

complete and submit a visa application form online; and
book an appointment at one of our visa application centres.
