Please help: Confusion over when to get registered ?

Hello Everyone,

I am new to the forum and my friend is planning to apply for Tier 1 Entrepreneur visa. First of all thank you to all the members for sharing valuable information and helping each other.
I have few questions if you guys can help me out.

When exactly my friend need to get registered as self-employed or director of a company? Is it before three months of the application? Or within 3 months of application? My friends PSW visa is expiring in February 2013. So he has only few days if he has to get registered before three months.

My understanding is that he can register today and apply in two weeks if he wants. So there is no minimum period for which he needs to stay registered. Please correct me if I am wrong.
