Accommodation requirements

Hi

I am going to sponsor my mother for family visitor visa. I am renting a 3 bed house form council. I have got tenancy agreement and rent statement. I have requested a permission letter from Council asking if my mom can stay with us while she is here. Council have refused my request for the permission letter.
My question is how important is a permission letter? Is a Tenancy agreement enough for sponsorship purposes?
