Hi,
I have been on a work permit since Dec/2008 which expires 19/12/12. My current employer is making me redundant as they dont wish to become Tier 2 sponsor.
I have secured a job offer from a different company but it is also not currently a sponsor. However this new company is a Franchise operated by two partner groups who are both Tier 2 sponsors.
Can some experts please provide advice/guidance on how to pursue this. Also i have been in the country for 9 years and 3 months legally.

One of the partner groups could sponsor you and then second you to the Franchise company. If you are a qualified engineer (as per your previous post) the job may be on the shortage occupation list in which case RLMT would not be required.

Yes i am a qualified engineer. the job i have been offered is on the list BUT the industry is different.
The job does meet SOC salary requirements though ?

The job does meet SOC salary requirements though ? why the question mark? It either does or it doesn't - the min. salary corersponding to the SOC code is mandatory.

I am confused regarding the shortage occupation list.
I am a mechanical and aerospace engineer academically and the job on offer is of production planning manager (in engineering dept. offcourse) within a railway company. Is/could there be a link ?

Your academic qualifications are irrelevant, it is only the job that matters. Find the SOC code for the job and check if they are offering you at least the appropriate min. salary.

When checking the SOC codes it is not so much the job title but the job description that is important. Remember also that ultimately it is the employer's (not your) responsibility to determine, and certify to UKBA, the SOC code. Your job may not be on the shortage occupation list in which case the new employer would need to do an RLMT (unless your salary will be £150k+)

Point taken with the SOC salary.
With regards to RLMT, if the job wasn't advertised as per requirements does that mean that the employer will have to conduct the whole recruitment process again?
This isn't looking as promising as it did when they called me up to offer. Damn this sponsorships !

well, it just means that they have to advertise the job at Job Centre Plus and at one other place for 28 days. See:

thanks, but if they didnt advertise it for 28 days in two mediums when i was interviewed, would they have to re-advertise again and also re-interview me and others for COS ?

Q1 - yes, they have to re-advertise
Q2 - whether they re-interview you is up to the company
