refree for citizenship

Hi, i am preparing to apply for ctizen application.my husbands friend owns a post office. can he sign my application as refree?
Another friend of mine is a majistrate. again i am not sure this profession is listed.plz anyone can help.any help will be appriciated.

Thanks for reply. can u please clear me one more thing.can post office owner sign application as *professional regree?he is a british citizen.
