can my wife apply with me at PEO 28 days before her 2 years?

I asked this before but didnt get a clear response. I will complete 5 years in the UK on HSMP + Tier 1 on 15th December 2012.

I plan to apply for ILR via PEO after 15 Jan 2013, so I will be eligible as I would have completed just over 5 years, however my wife joined me in the UK as my dependent on 10 FEB 2011...Do we need to wait until 10 FEB 2013 so that we can apply together, or the 28 days rule can be applied? Our current leave to remain is valid until July 2013, so there is no issue of visa expiring, however I'd like her to get ILR same time as me.
