Do all PEOs accept workpermit based ILR?

Hi,
I am a workpermit holder due to finish 5 years of work end of Jan 2013. I am planning to apply at Sheffield PEO, being nearest from home. However, I am not sure if all PEOs accept SET(O) applications for a workpermit holder. Looking into UKBA's page on 'what types of application can you make' (link below) I couldn't see any specific mention about workpermit holder.

However, I have seen posts in the forum where work permit holders have applied successful at Croydon and Solihull.

Am I missing something on the UKBA page? Please advise.
