Here is the overview.

Over 20 year of experience in technical safety risk consulting, etc.

3 engineering degrees from accredited US universities.

I have contract offers from several large UK based companies that range from 12 months to 18 months plus several smaller lump sum offers that are short term.

The only option that I have been able to identify is to go tier 1 and set up a business, tie up 200k, get lost in the tax issues, and spend time trying to run the business instead of doing the work.

Are there companies willing to sponsor on tier 2 so that I can get these contracts? I have had past relationships with these organizations both in the US and on a previous work permit with a consulting company in the UK. The issue with the previous consulting company is that they will only pay the staff rate and take the remaining value for themselves. They also require that you sign a non-compete agreement for 4 years after you leave and then try to destroy your reputation once you do.

I need a sponsor that will allow me to take these contracts, handle the tax issues and billing.

What you seek exists

The company will usually work on a 23.5%-25% margin including employers NI (which is 13.8% of your pay, ie c11% of billings), although some ask for 32% and others, like the one you mention, pays only a fixed salary

Under UK law a 4 year non-compete could not be enforced against an employee. Up to a year or so is more usual (and enforceable) but normally it would not prevent work in your field as long as you did not contact clients of your former employer or otherwise abuse confidential data acquired during employment.
