Does Skilled Worker visa pass to a marriage spouse?

Is it allowed for a Mexican citizen coming to UK for 2 weeks without a visa to marry a non-EU citizen (Russian) who holds Skilled Worker visa Tier 2 until the end fo 2015? And if no, who should this be done? And if yes, will Mexican citizen get Skilled Worker visa too?

If you marry he would have to apply for a visa from Mexico. He can't get married in the UK on a two week visit.

Thank you very much! I have 2 last questions please. If we get married in Mexico - does my Mexican spouse have to apply for a bridal visa to come to UK in order to move or he can not since I am myself on Skilled Worker T2 visa till the end of 2015?

And last question - if I apply for his visa in the UK as my dependant, do you think i might have more chances of refusal since Home Office won't like me to bring in someone who isn't a highly skilled worker but a spouse?
