Tier1 and public funds

Hello

I hold Tier1 visa that states no access to public funds.

I was thinking of paying Income Insurance but they request that i have to be eligible to job seekers allowance to be eligible to be insured.

I went to UKBA site and they say that NI based funds are not public funds (job seeker's allowance is NI based fund).

So as a holder of Tier1 visa do i have right to job seeker's allowance?

There are two categories of JSA. Income-based and Contribution-based. Contribution-based JSA is not a public fund as defined by the conditions of your leave.
