Looking for UK or EU non-resident bank account

My wife is ukrainian, resident in ukraine. As part of our planned family visa next year, we want to have some cash savings to use in case my earnings do not meet the threshold.

For personal reasons, the cash cannot be in my name. For safety reasons, we don't want her funds in a Ukraine bank. The guarantee scheme the banks operate there, even european banks, is worthless in practice. We need a country that secures that deposit, so UK or EU.

Both Barclays and Lloyds have offshore international Uk accounts for non-residents but they want a minimum deposit of 150K for Ukrainians.

Does anyone know of another UK or EU bank account for non-residents with a 25K or less minimum deposit? My wife is non-resident ie she cannot show a UK or EU address and her earnings, whilst good for Ukraine, are poor by UK/EU standards.
