thai wife wants to apply for irish naturalisation, BELFAST

hello,
my thai wife has been in uk now for 5 years under eea rules, her 5 year resident stamp is due to expire on 13 march 2013. she is currently applying for uk permanent residence though this will take 6 months to decide i believe.

i am the holder of uk and eire passports, dual citizen of both uk and ireland. can my thai wife apply for irish passport now ? where can she apply to ? what is waiting time ? is there a cost ?

PS. we have a 3 year old child who was born here in belfast. with uk and thai passport and we will also get her an irish passport if that makes it easier for my wife to apply for naturalisation.
