FLR(M) new Rules Funds Requirement

Hi,

Can any body help me out here my brother is going to apply for Spouse Visa he is in relationship from last 4 years his partner don't have sufficient funds but my brother have saving about 60k Can he give money to his partner to show that they have sufficient funds available to cover their expense or any chance of rejection that he cant give funds to his wife can they ask where did she get funds from? And one more thing can they apply straight forward or they have to wait for any specific time period to show the statement.my brother is on PSW.
