remit of Rehabilitation of Offenders Act

Does the Rehabilitation of Offenders Act apply to incidents that occurred in the U.K. only? If you had an incident in another country, would you first determine what the equivalent of that incident is in the U.K. and then use the criteria of the Act to determine whether that incident is considered spent or unspent?
