Zambrano application

I willi like the board to please advise on what my sister can do.she gave birth to a baby in Ireland and the baby has already been issued with an Irish passport but she wants to make application to remain in the state,but she doesn't have any utility bill in her name so want to know how she can apply for zambrano without utility bill and what are the documents needed and how long is the process

These are the requirements. Does she not have a landlord that can confirm she lives in their house.

Perhaps she could get a medical insurance which could be used as proof of address, and get the Landlord or whoever she is living with to put her name on the utility bill.

It is pretty simple to do that.
