Tier-1 Extension guidance

Hello Seniors,

My T1 general and my wife's dependant expires on 23rd March2013, please can you give me some guidance on:

1. What is the earliest and best date to apply?
2. Shall I apply by post or by person (considering by post is less expensive).
3. I have 2 babies five months old, born in UK (i have to apply for their visa as well, they don't have visa at the moment). Anything special I have to consider while applying Visa for 4 of us?
4. What is the time duration of maintenance funds? is it 3 months only?
5. Is there a cap on salary? 35000pa?
