Visa extension form - question

In section 6.15 of the Leave to Remain form FLR(O) it asks:

"Give details of any factors which would prevent or severely limit your ability to form a private life in the country where you were born or any other country whose nationality you hold, or any other exceptional factors which apply in your case."

I'm not sure what they are implying by asking this question - are they wanting strong ties to the place of birth?

How would the answer affect the application for a visa extension?

The applicant in my case has already been here 3 years and is looking for an extension for another year - what would be the best thing to emphasise in the answer to this question?
