Names on Memorandum of Association,,Help please

Hi all, I made my limited company last month and received Memorendum of association from company house in couple of days. It does say my name on it with other details. After two weeks i added My entrepreneur team partner as director of the company i made. Currently, he holds no shares in company.
This morning, i called company house and spoke to the lady there and she advised me that my partner's name can not be added on the memorandum of association because he was not there at the "TIME OF COMPANY FORMATION". Just wanted to clarify
1- Does his name needs to be on Memorandum of Association.
2-Does he needs to have shares as well in company(If that is something which is required by UKBA?)

I would highly appreciate your kind help in this regard.
