Family of EU and permanent residency

The situation: The dependant of an EU citizen (23 years of age) has immigrated here in July 2008 with his parents (EU citizens) and thus obtained a EEA Family Permit. He holds a Canadian passport only and has no EU citizenship himself. He studies and continues to study in the UK but due for graduation in June 2013. The parents have just moved back to the EU country. He wants to remain in the UK to study and to work and apply for citizenship in July 2013 at 5 years.

What are his options:
Can he continue to remain in the UK and apply for citizenship in July 2013 without any problems?
If not, will he need to apply for something else (e.g. Residency, Student Visa)?
He has a girlfriend for a few years...is marriage an option?

Just wondering if anyone can clarify the situation and his best means of remaining in the UK to finish his studies and go on to find work eventually.
