Requirements for nonEEA with 5yr RC to live in Amsterdam

Please can someone confirm what the requirements are for a non EEA nat husband (Pakistani) with a 5yr RC to move to Amsterdam to live with his Dutch wife.

He obtained his RC by virtue of his wife being self employed here in the UK but they wish to live in Amsterdam for a better life. What are the requirements please and does he have to take a test?

I thought SS was for when returning to the UK
In this case they wish to live in Amsterdam
What are the requirements and is there a test to take?

S Singh was an ECJ case and applies EU wide.
