How Amy times can someone reschedule a t1g appointment?

As am having trouble to reschedule my appointment for the second time.
Sometime I see a slot available but ones press to book then it always came back with an erro MSG. This hass been going on for morethan 2weeks.

Booking an appointment for our premium service wrote: Do not book speculative appointments. You should not book an appointment until you know that you, or the person who you represent, can and will attend the appointment.
Whilst it's probably just a general issue, maybe this is related to the issue of people not being able to find appointments because of others booking speculative appointments?
