Submitting an EEA2 application without Passport

Hello Folks,

I have a query on what happens if the Non-EU applicant for an EEA2 Residence Permit does not include his Passport in an application sent to the UKBA. The applicant needs his passport for an interview with the Jobcentre for a NI number application, he intends to send the passport 2 weeks after making the application. He has included all the other required documents including his Spouses passport.

The main question is will the non inclusion of his passport in the initial application make the application invalid? He has sent an accompanying letter with photocopies of his passport and EU Family Permit- would this be acceptable?

Most likely will cause a rejection of the application. Why not just wait two weeks and send a complete application?

It may also be possible to apply for NI number without passport (take a copy). Does the EU national have an ID card perhaps?

Unfortunately, he sent the application today already. @ EUsmilie, he sent the EU national's original passport with the application. I guess if he might have to re-apply if the application is rejected

Hi all,

Subsequent to my last post, The applicant has since received a Certificate of Application acknowledging the receipt of his application for Residence Permit as the spouse of an EU national (Bear in mind that the application is based on Surinder rights as the spouse exercised Treaty rights in Ireland).

The COA however states that they cannot confirm the right to work and on the back of the paper it explained that this is due to lack of proof of the identity of the applicant. The applicant has still not got his NI Number so has not submitted the Passport. He actually travelled back and from the UK himself using his EU family Permit and there was no problem.

My question is after he gets his NI number, can he just submit his passport and ask for a COA that confirms his right to work or would he need to submit a new application?
