Withdrawing asylum and going to another country.

I am posting on behalf of someone.

My friend claimed asylum in Germany while holding a student visa for UK. Now he is getting married to a girl in UK who is on asylum as well.

My question.

If he withdraws his aslyum will he be able to come back to UK and join his wife as an dependant?

Under the arrangements for dealing with asylum claims within the EEA (the so-called "Dublin Agreement"), it is highly likely that the Germans will send him back to the UK anyway, if he already had a UK visa. It's probably only a matter of time. What happens when he returns is less certain. A lot may depend on whether or not his girlfriend's claim has already been decided.
