ILR for dependents

Currently I'm on Tier-1(General); my wife and 2 kids are staying with me in UK, they finish 2 yrs of stay by June 2013. If they go back to home country in July 2013 , and remain there.

Can they come back UK in October 2015, and apply for ILR along with me in November 2015.

Elder kid has dependent visa, younger one is born in UK in April2012.

Can anyone pls guide me,whether their period of stay in UK for continuous 2 yrs is just before the ILR application, or any time during the 5 yrs?
