Can we apply for entrepreneur in UK and outside UK as a team

We got seriously problem for Tier 1 entrepreneur application.
My partner's application has been return 3 days ago due to invalid visa fee payment.
But my application is fine and I got letter asking for biometric.
He certainly can't do it again as he is holding Tier 4 visa at the moment.
Can he cancel his visa and apply again outside UK?
Will it be acceptable as a team?
Is there any other option?
Please give some advise as my visa runs out soon.
