Collet OCI card from London, for dependents who are in India

I have applied for British passport and hoping to receive soon(2nd week of Jan)

My wife and Kid(21 months old) have to travel to India 1st week of February for around 7 months, wife expecting a new baby.
I would be travelling with them and comeback after a week.

Procedure:
1. Surrender Indian Passport 2nd week of Jan2013(get surrender certificate)
2. Apply for Tourist Visa(6 months)
3. Same time Apply for OCI when they are here.

Question:
1. Is it possible to collect OCI card when dependent are in India.
2. Is OCI sticker on British passport important(I can bring back their passports with me)
3. if above is possible then, can they enter India on Tourist Visa, and on return show OCI card as proof for staying more than 6 months tourist visa.

please help in right direction
