When to apply for ILR

Just a quick question.
Friend gained visa valid from 17.11.2012 to 17.02.2015
They entered on 07.12.2012.
I have read the information on the link below but I wanted a definitve answer.
From what date can they apply for the ILR
(hoping they pass the English test)

Please elaborate your query. What visa did your friend gained? Also from your query it looks like there are more than one person involved. So be clear to get an appropriate answer.

sorry to confuse, its just one person.
they came on a spouse settlement visa.
need answers looking forward not just now.
