Family visa for Father, help please

Hello All

My father has had 3 visas in the last few years to allow him to come and visit me in the UK. A couple of 6 month ones and one he has currently for 2 years. His 2 year visa expires in March this year and I would like to apply for a 5 or 10 year visa for him. He normally applies for these in his home country, Albania. He is due to come and visit me in a couple of weeks and I was wondering if whilst here he was able to apply for a 5 or 10 year family visit visa using the premium service at Croydon office.

he can't but wanted to double check with someone on here.

A visa is an entry clearance. Visas are not emitted inside the UK. He can only apply for his visa in Albania.
