Child Benefit ,UK born child, abroad at the moment - please

Hi,

I am on ILR and My will be switching to FLR(M), I have a UK born child abroad at the moment, Can I apply for Child Benefit and Tax credit (income is £21000) or have to wait till my child joins me.

Please advise.
