Sponsorship License - How to get 4 Supporting Documents?

I'm an American trying to get a job in Britain with a Tier-2 (General) Visa.

My prospective job is with a start up, and they have to apply for a sponsorship license. But they're not sure what documents they can possibly provide.

According to http://www.ukba.homeoffice.gov.uk/sitec ... iew=Binary, the company falls under Group 1 (Start Up Companies), since it's been around for only 9 months.

They now have the two required docs - Evidence of a bank account, and the Employers Liability Insurance Certificate. We also have Evidence of Registration with HM Revenue & Customs.

But what for a fourth one? UKBA wouldn't accept "a letter from the bank detailing your corporate banking facilities" as a separate document to the bank account, despite what the list implies for startups. I don't know if I can convince them to register for VAT and raise prices just to have another document, and AFAIK there is no governing body responsible for travel agencies. Nothing seems to apply to us!?

It's already been 4 months and we've gotten nowhere. Has anyone had to deal with this before? Any ideas? Are we missing something?

how about:
Evidence to show that you have the appropriate planning permission or Local
Planning Authority consent to operate your type/class of business at your trading address (where this is a Local Authority requirement).
