Form Set M work permit dependant

Form Set M work permit dependant

So I got my ILR, i could not put spouse as dependant coz he was working abroad for short period. We have been married 8 yrs 7 of which we have been living in UK. We also have children. He has been work permit dependent for 5yrs working in Nd out of the UK throughout, now that we missed opportunity to put him on my ILR Application, can he apply using form SET M? We have joint bills and docs etc but he has been in and out of uk frequently with work. Advice!

. His absences am sure exceed 180 in any given year he travels a lot!
