Confirming my right to work

Who can I talk to for DEFINITIVE information on my right to work in the UK during a visa application?

I've tried asking the UKBA and they give me different answers every time, my problem is a bit complex.

Do I ask the people who issue national insurance numbers? Citizen's advice bureau? My own embassy?

Thank you, I called them but they again directed me to the UKBA immigration enquiry line. I tried them again and they informed me that my working rights will be the same as if during my studies (I was on a Tier 4 visa before). It's a bit ridiculous since this means I have to follow the school schedule and can only work part time -- even though I've completed my studies...
