the tokens would be payable to you if u qualified as a single parent, then its not public funds...
if children are here on your partners right to stay then considered public fund (ie: if your partner was not here/children are here on your partners leave to remain)
its simular to child benefit / tax credits... but:
i read it that child is british, therefore claim. just make it clear on application with a covering letter that your partner has no recourse to public funds...
also, you will need to get a paper application, and include your child tax credit assigned national insurance number for partner...
(if partner would recieve extra tokens for pregnancy - then make it clear that they do not want the extra tokens due to being pregnant etc - only claim for british children etc)
